Advert for the Monitoring, Evaluation and Learning (MEL) Manager 

AIDS Information Centre-Uganda (AIC) is a Non-Governmental Organization founded in 1990 to provide Voluntary HIV Counselling and Testing services to the population of Uganda but has since evolved in response to the growing need and demand for integrated HIV prevention, care and treatment services. AIC plays a key role in health and community systems strengthening at the national, regional and community levels supporting more than 63 districts through 8 regional centres in Kampala, Jinja, Mbale, Mbarara, Arua, Lira, Soroti and Kabale. These provide integrated HIV/AIDS services including social support and protection, Tuberculosis (TB), Gender Based Violence (GBV) and Sexual Reproductive Health (SRH) services including family planning, Safe Male circumcision and Cervical Cancer Screening. AIC hereby seeks to recruit an M&E Manager to support these regions.

 

Job Title: Monitoring, Evaluation and Learning Manager

Functionally Supports: Monitoring and Evaluation Officers at the Regions

Location: Head office with occasional field visits

 

Main Purpose of the Job

The MEL Manager develops and maintains systems to collect data for analysis to produce information on inputs, outputs, outcomes and impact of the AIC programs and projects. S/he collaborates with the program team to design operational research (OR) to support learning, evaluation and planning, and oversees the implementation of OR projects as well as analysis, dissemination, and use. She/he shares MEL data and improvement plans, as well as strategies for program improvements for greater program effects with program team.

Job Responsibilities:

  • Designs and oversees the monitoring, evaluation and learning activities of AIC programs and projects.
  • Leads the design, development, planning, and implementation of project evaluation activities. This includes development and dissemination of tools, materials, reports, papers, and intervention linked research.
  • Develops strategies and tools for the design and implementation of monitoring of specific technical components.
  • Works closely with the Regional Managers and heads of projects to co-design monitoring tools, selecting indicators, and determining field-monitoring responsibilities. Works to ensure tool compatibility and coordination within the M&E framework, and consistency with national and donor requirements.
  • Responsible for providing technical assistance, developing and setting up systems for the timely collection, management, analysis, and reporting of valid and reliable data that meet donor-reporting requirements.
  • Focuses on strengthening the M&E system and building capacity of staff; Facilitate implementation of capacity building courses through workshops and on the job trainings on monitoring, evaluation and reporting
  • Supports M&E officers to ensure timely and accurate data entry into the electronic data bases and generation of reports
  • Takes lead in analyzing and writing of monthly, quarterly, semiannual and annual programmatic performance reports and their submission in stipulated deadlines
  • Prepares suitable external and internal reports and communicate with management and program staff to facilitate project monitoring and activity planning
  • Plans and conducts needs assessments, quality assurance assessments, data quality assessments (DQAs}, and other evaluations as necessary; develop follow-on plans for poor performance
  • Facilitates facility level data analysis and promote data use for Ql.
  • Provides guidance on information systems for quality assurance, as well as best practices documentation and reporting.
  • Oversees the publication and dissemination of information on successful and promising approaches, lessons learned and other program results to program partners, donors, Government of Uganda counterparts, and other key stakeholders.

Required Qualifications:

  • Master’s degree in Statistics, Monitoring and Evaluation, public health, demography, social science, economics, or any relevant discipline. Significant study in the health field, international development and/or program monitoring and evaluation
  • At least five years’ experience in the development, design and implementation of donor funded monitoring and evaluation systems relevant to PEPFAR HIV/AIDS programs.
  • Knowledge and experience with HIV, AIDS, STI, M&E data management including data entry and cleaning, data analysis and reporting;
  • Strong quantitative and analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
  • Excellent report writing, analytical, and communication skills, including oral presentation skills.
  • Demonstrated statistical analysis skills and use of relevant software (SAS, SPSS, Epi Info, Atlas) as well as use of HMIS (EMR, dHIS2)
  • Fluency in English.
  • Excellent interpersonal, teamwork, and mentoring skills;
